Project Coordinator (m/f/d) for Digital Transformation – Data Governance

Job Description

The city of Aschaffenburg is actively shaping digital transformation – and is looking for people who can translate complex topics into clear messages. For us, digital transformation means more than just new technologies: it creates the foundation for better decisions, modern services, and an administration that shapes the future together with the city's residents. To ensure that data is used responsibly and that digital projects work together strategically, we are currently establishing a city-wide data governance structure as part of our digital strategy.

For this, we are looking for a person who wants to develop organizational structures, advance digitization projects (such as a city app) and at the same time contribute to ensuring that digitization is understood, supported and actively shaped in administration and urban society.

Your role: Building governance. Managing transformation. Making digitalization visible. You will develop and implement organizational frameworks for secure, legally compliant, and sustainable data use across the entire administration. At the same time, you will contribute to communicating digital transformation in a comprehensible, transparent, and motivating way – both internally and externally (e.g., through the creation of promotional materials, events, and the management of the Instagram channel digital.aschaffenburg).

This full-time position is located within the Office for Digitalization, Organization, and IT . Salary will be commensurate with qualifications and experience, in pay grade 11 of the TVöD (depending on experience level and personal circumstances, ranging from €4,269.64 to €5,046.03 gross per month). Further details regarding remuneration can be found in the TVöD VKA 2026 pay scale.

The responsibilities include, in particular:

  • Strategic management of data governance: You will play a key role in establishing and developing a city-wide data governance structure within the framework of the Dialogue City strategy and create organizational foundations for responsible and sustainable data use in the city administration.
  • Coordination of key digitization projects: They support selected digital transformation projects and ensure that these are strategically embedded in the overall development of the city.
  • Communicating digitalization and fostering acceptance: Digital transformation only succeeds if it is understood and supported. Therefore, you will contribute to communicating digitalization processes transparently and sparking interest in digital innovations.

The following requirements must be met:

  • They have a completed university degree (Bachelor's or Master's), for example in administrative sciences, business informatics, governance, urban studies, change management or a comparable field.

We continue to expect:

  • Knowledge of the development of organizational governance and compliance structures
  • Understanding role and rights systems in data-driven organizations
  • Basic understanding of technical concepts such as databases, data structures and API interfaces.
  • Knowledge of data protection and information security law
  • Experience or affinity for strategic communication of digital transformation processes
  • Ability to present complex digital topics in a target-group-oriented manner
  • Experience or interest in developing digital communication formats (e.g., social media content or visual presentation of projects)
  • They work in a structured, analytical and conceptual manner, enjoy collaborating with people from different disciplines and constructively drive change forward.
  • Ability to develop binding organizational rules and governance structures

  • Experience or a strong ability to work in interdisciplinary and cross-functional project teams

The employment relationship is governed by the Collective Agreement for the Public Service (TVöD). Salary classification is based on qualifications and experience, up to pay grade 11 TVöD. The position is generally suitable for part-time work.
